Replace the channel contest with a three-layer model
The connected-TV whitepaper describes modern video as three converging layers. Linear television remains a reach engine for mass awareness, live moments, and audiences that still watch scheduled programming. CTV is the precision engine, joining the big-screen attention of television with household-level data and digital delivery controls. Mobile OTT is the engagement engine, providing scale, repeat contact, and more direct paths to action.
This model changes the planning question. Instead of asking whether CTV should replace linear, ask what audience and outcome each screen can deliver most efficiently. A channel remains in the plan only if it performs a defined role. The result may still shift money away from linear, but the shift follows evidence about audience gaps and marginal contribution rather than a generic rule about digital transformation.
Create one audience map across all screens
Begin with the total eligible audience, then describe how viewing behavior divides it. Identify heavy linear viewers, light linear viewers, streaming-first households, mobile-first viewers, language and geography groups, and known customers. These groups can overlap; the map is not a set of mutually exclusive media labels. Its purpose is to reveal which audiences a single-screen plan would miss or overexpose.
For each layer, state the identity available for planning and measurement. Linear may rely on panels or modeled household data, CTV may use device or household graphs, and mobile may use logins, app identifiers, or consented first-party signals. Deduplication is therefore an estimate with different confidence levels. Label those confidence levels and avoid presenting a blended total as directly observed truth.
Budget by marginal audience and strategic job
Give the first budget tranche to the layer best suited to the campaign's primary objective. For broad awareness, that may be linear or high-scale streaming. For qualified household attention, it may be CTV. For repeated exposure and response, it may be mobile. Then allocate additional budget based on the next unit of incremental reach or outcome, not the average result of the entire channel.
Use scenarios to show how the mix changes if assumptions move. A reach-led version may retain more linear around a live event and use CTV for lighter-TV households. A precision-led version may start with CTV and extend selectively. A performance-led version can use CTV to establish the message and mobile to follow up. Each scenario should share the same audience definition and quality controls so the comparison is meaningful.

Decision implication
Converged planning is an audience operating model, not a combined spreadsheet. When linear, CTV, and mobile have distinct jobs, shared definitions, coordinated creative, and common checkpoints, the plan can add reach without multiplying waste. The mix should evolve as evidence changes, but the audience and business decision remain the organizing center.
